New ITAR Compliance Program Guidelines 2023 Released
In a significant development, the Directorate of Defense Trade Controls (DDTC) has recently unveiled comprehensive guidelines outlining the key aspects of an effective ITAR Compliance Program (ICP). This release marks the first time that the DDTC has provided detailed insights into the design and implementation of such programs.
S Massie Consulting LLC is delighted to announce that our ITAR and Export Compliance Programs encompass all eight essential elements identified by the DDTC:
- Management Commitment
- DDTC Registration, Jurisdiction and Classification, Authorizations, and Other ITAR Activities
- Recordkeeping
- Reporting and Addressing Violations
- Training
- Risk Assessment
- Audits and Compliance Monitoring
- Export Compliance Manual and Templates
The DDTC introduction underscores the significance of an ITAR Compliance Program, stating, “The purpose of an ITAR Compliance Program (ICP) is to establish robust policies and procedures to ensure that organizations and their staff who engage in ITAR-controlled activities do so in compliance with the ITAR, Title 22 of the Code of Federal Regulations in parts 120-130, issued pursuant to the Arms Export Control Act (AECA) (22 U.S.C. § 2751 et seq.), as amended. Operating an effective ICP helps organizations integrate ITAR requirements into their business and research processes and helps mitigate the risk of violating the regulations.”
