As a globally recognized compliance expert, I founded S Massie Consulting to demystify export requirements for small- and medium-sized businesses like yours.
I specialize in export consulting, creating written ITAR and EAR export compliance programs, and training companies to navigate complicated laws and regulations for U.S. exports.
Before striking out on my own, I served as a Senior International Trade Specialist for the Idaho Department of Commerce, where I organized promotions at international trade shows and Governor-led trade missions across five continents.

BIS New “Affilates Rule”
Published on September 30, 2025 (Enforcement Paused)
BIS has introduced a new Affiliates Rule that mirrors the OFAC 50 Percent Rule, expanding export control restrictions to foreign affiliates majority-owned by listed entities. The rule also adds Red Flag 29, requiring exporters to verify ownership or obtain a BIS license when ownership can’t be confirmed.
